Any metal came will oxidize when exposed to the air. This also applies to copper foil - even solder! However, the best way to avoid it is storage in plastic wrap or bags. While copper & brass oxidize more rapidly than zinc, it's even happening there too. And, of course, to lead. The sandpaper is more aggressive (cleans better) than steel wool and, if you can't get down to raw metal, that part is just gone. It may help to wax the came before wrapping in plastic. For foil, sealable plastic bags are great. Also, being aware of how humid the work/storage space is and taking steps to make it dryer can help but that's not always practical.
